You might consider posting this question to the HATT list (see
http://groups.yahoo.com/group/HATT/). That group focuses solely on help
authoring, and a lot of RoboHelp users follow that list.

Also, could you provide details on the kind of help output you're
localizing? If you're developing HTML-based help (in the RoboHelp HTML
interface), the process is different than if you're working with the
Word-based interface.
