Very likely on both counts, I should think. MS Visio is a nifty tool,
but it's aimed at the masses and not really at illustrators. I've been
using both OpenOffice and GIMP until recently (I inherited Illustrator
and Photoshop when someone departed). Both are impressive open source
programs. Microsoft probably would like to offer something to counter
both of these, and perhaps simultaneously steal some revenue from Adobe
(with whom they find themselves in ever increasing competition).

I'm fascinated by the capabilities of Expression. It has the potential
to allow one to create much less formal, friendly looking illustrations
which might be handy when dealing with non-technical audiences.
