Perhaps a system like the one used by http://Slashdot.com ? The Slashdot
system and similar ones are open source:
http://www.slashcode.com/faq.shtml#Slashcodecom

Slashdot has a built-in collaborative "vote/rating" system that strongly
encourages interesting on-topic posts, insightful posts, and funny posts,
with an extremely high degree of individual preferences and flexibility.
