I think the point you're making is that this particular place was a little daffy. And let's face it, some times there are companies that are a little daffy. That experience probably shouldn't be generalized out to every job (or every engineer) though. It sounds like the problems "written_by" was experiencing had more to do with management than with the engineers.....sure, maybe the engineers somehow hyjacked management, but then that's still a management problem.
