A December 2003 draft of SecureDoc's guideline, "Usable and Safe Operating
Manuals for Consumer Goods," can be viewed at

Much of the guideline is devoted to product safety and liability for
damages. It briefly discusses technical communication methods, but only in a
generalized and introductory manner. A legislative version would probably be
as inoffensive and harmless as the guideline itself.
