I probably wasn't clear in my original posting. This is not a popup, which in the context you mention is something intrusive that appears automatically, without the intervention of the user of the browser.

Well, actually it is a popup, and a popup blocker will block it, leaving your user wondering why nothing happens when they [singular ;-)] click the link. The usual workaround these days is to have a prominent note before the user starts on the quiz, that popups must be allowed for this site in order for it to function properly.
