I am currently working on a large data migration project and we use
Bugzilla. Works great for us. Keeps me in the loop so when a Functional
Spec needs changes I have info ready at hand. Of course they are all
available for comment if needed but generally all the info I need is housed
in the Bugzilla issue.

Oh BTW...ETL Devs, Tidal Devs, and QA are all using this tool on our
project.
