There's certainly nothing to lose by trying, but my experience is that
if there was an opportunity to renegotiate you probably would have
gotten a call or email from someone telling you that they needed to
discuss their original rate with you. Changing the rate in the letter
with no advance notice was probably the same as "take it or leave
it," and I would be willing to bet you lunch that they had another
contractor ready to shop the job to if you had passed on it.

One general trend I am getting from many of you is that I should have at
least offered to renegotiate, as Andrew suggested below. I think I will
do so next time.
