WinHelp and HTML Help both have double-byte support. I find it very
hard to believe that RH does not support the creation of this kind of
content. Are you sure you don't mean that there are no Japanese
versions of RH? That's a very different thing. You don't need a
Japanese app to make a Japanese help file...
