Sean, I'll say yes and no. It depends on what tool you are using and
what kind of output you are producing. If you are creating .chm files, I
don't think you can add any type of code to it that will check for the
user settings.

If you are building your own display application, you can use what ever
programming language you are using to detect regional settings and
decide what to show based on that information.

If you are building an online system, Internet Explorer supports the
property 'navigator.userLanguage', which returns the operating system's
language setting for the user. However, beware that not all users set
their regional settings, so a lot of people end up with English-US
systems although they are not americans.
