I haven't read the entire thread, so forgive me if I am repeating what has already been said...

Perhaps a good place to start would be volunteering to do some writing for an cause that interests you or by taking a job at a non-profit organization.

Even if your eventual goal is to do full-time technical communication of one sort or the other, you'd very likely find that if you got into a non-profit in a different type of position, people would almost certainly be eager to give you a chance to do some extra projects documenting important issues at the organization. From my experience, when budgets and personnel are hard to come by, if one is willing to undertake a special project, people are generally glad to allow it. Who knows -- maybe you could develop knowledge of creating Web pages and other things that might help make you more competitive in the private-sector job market later.

It might not bring you immediate fame and fortune, but it just might be a good place to start!
