I like Dreamweaver for many of the reasons already covered in this thread and in the HTML Editor thread. I'm using an older version, MX, that doesn't have CSS as well-integrated as the latest version, but I still like it for its interface and clean code. Like Barry Campbell, I haven't used FrontPage in a while; when I did, I had problems moving from WYSIWYG to HTML and finding my place. I think the new version has made it easier to hop back and forth, but I'm not positive.

You might also think about maintenance and learning curve when you make your choice. An editor like FrontPage might be better if someone less experienced will be doing the long-term site maintenance.
