Although I haven't worked for the government, some of my family have, so 
if it's anything like the UK situation, the salary range specified is 
that available to people who are in the grade that the particular job is 
deemed to fall into.

In government here you can expect to move up a step within the grade 
every year or two, so you'll get an extra two or three thousand as your 
skills and experience are seen to progress.  As well as negotiated 
increases.

If you have virtually the full skill set and have been using it for, 
say, three years, then (let's assume they'd expect someone to stay in 
this grade for six years - you could slip that in as a question to them 
in the interview) then you should realistically pitch at the mid-point 
on the stated scale.
