SnagIt is great; it will do the things you want, and lots more.

Although, my preference is to add text in my DTP app, even when
translation is not needed. Think of it this way, fonts are better than
vectors which are better than rasters. Screens are raster. Screen
capture and photoediting software deals in rasters. I prefer not to
degrade my text by rasterizing it. I add callout lines and other
vectors in my DTP app, as well.

BUT ... again, SnagIt makes doing these things very easy.
