In Acrobat 6 (and 7), select a button you created, Right-click, and look for Distribute on the context menu. This propagates to a page or range of pages. However, if you recreate the PDF from a source application like Word or FrameMaker, you'll lose the buttons.

In FrameMaker, you can create the buttons on master pages. Look up HyperText commands in the help. You want next page and previous page, and maybe firstpage and lastpage, and go back commands for your buttons.

I'm not sure if you can do this in Word files for output to PDF.
