Format document for PDA?

Hi, all,
I have a need to create and format some docs for reading on PDAs (mixture of Palm and PocketPC). I have seen some tools that generate formats requiring their own readers (e.g.Mobipocket). Is that the best route? Is there a better way? Oh, cost counts: this is a fairly low-budget project.
