It doesn't help at all, Harry.

You provide no context whatsoever for these guidelines. Why do you assume that Times New Roman should be the default font for all situations? Why do you even HAVE seven levels of heading? Why are four of those levels typographically indistinguishable? Oh, let me guess, you use decimal heading numbers. Well, there are situations where it's appropriate to use them and situations where it is not appropriate, in which case the reader needs visual clues.

Harry, I don't know what kind of consulting you do; but I sure hope it isn't publication design.
