My 3 Megapixel camera, used on Fine mode, produces jpegs of 1.1MB. Have you checked the size of the picture files.

The best way to add pictures of any sort (all right, one of the best ways) is to create a paragraph style called Image, or similar. Indents, space before and after as you will, any typeface, but single spaced. Using this paragraph style I Insert > Picture > From File and have no issues at all. If this isn't what you are already doing, it may help; otherwise Maggie (copy and paste all but the last paragraph mark) the document and try again.
