Documents in Word 2000 or later can be configured this way as well. It is
one of the very many items in the Tools Options Compatibility dialog. It has
a thoroughly unhelpful title "Don't use HTML paragraph auto spacing". The
option should be checked if you want to add the space before to the space
after, and unchecked if you want the paragraph spacing to be the larger of
the two.

Word is reasoably consistent in this respect, but the options for
controlling it are extremely obscure! Space Before at the top of the page is
suppressed except in the following cases

- If the first paragraph has "Page break before" paragraph formatting
applied

- If there is a hard page break, unless the the item "Suppress Space Before
after a hard page or column break" in Tools Options Campatibility is
checked.
