I'll second that view. IMO there are organizations that see the
value and organizations that don't. The people who make up
these groups don't change their views, so the views of the group
change when the people in them are changed. A company with top-notch docs or really bad docs can do an abrupt about-face anytime the names on the org charts get reshuffled.
