After hiring a couple disappointing writers, I created two simple tests:

1. 15 minutes. Sitting alone, re-write 2 paragraphs of convoluted text.

2. 15 minutes. Observed, add a chapter to a book and perform basic
formatting.

These tests give insight into writing, thinking, and skills with tools. For
the second test, the candidates are forewarned that they WILL be interrupted
before they finish. (When their fluency becomes evident, the exercise is
stopped.)
