Well, I don't really understand what's wrong with having bold letters
in a table.
If you have to live with that convention, there can be various other
ways to make the material before the period in your lists stand out
like, underline, different typeface, different color, slightly bigger
font size, and so on.

But if I were you, I would have first sought the reason of not using
bold letters from the people who control the style guide.
