Faced with this requirement, I would say:

"Please provide me immediately with a small army of experienced
analysts and managers, all of whom need to have substantial project
estimating expeience, who can serve as Subject Matter Experts and
perform the required analysis of our existing workflow patterns. I
will be pleased to interview them, document both their models and
their predictions, and tie it all together in an elegantly written
reference."

You haven't been given anything like enough information to do what
they've asked you to do, and you're going to need a fair bit of data
to go on (and some experienced analysts) to even try. That's assuming
that timesheets and other records are even kept at an appropriate
level of detail so that the needed data can be generated, and that's a
pretty huge assumption.
