I have another suggestion that may prove worthwhile.

Since we do not know the structure there, suggestions about involving
your boss may not be workable.

However, really good documentation is often used by sales and
marketing types as sales collateral. What if you approach the person
responsible for these functions and say that your goal is to revamp
the documentation to the extent that it will serve this function?

Usually, those who are directly responsible for revenue generation
carry a *very* large stick within these organizations. If your
immediate boss is not helpful (and the fact you are floundering with
all this going on indicates that to be the case), then find a champion
who is immune to the machinations of the would-be writers in the Q&A
department (including, it appears, the former "writer").
