No, you mean that you need a fairly rigorously structured process.
One thing you need to understand, Tony, is that not everybody works the same way. Believe it or not, some people jump into a document and find the structure as they go.
I suspect that this isn't a very efficient way to work, especially on a long document, but all that means is that it's not the way that I'd work. I've seen it produce good results too many times to doubt that it works for others.
All of which brings home something else you need to understand: When people talk about rhetoric and structured writing, they're not talking about work habits. They're talking about techniques of writing that can be used with any set of work habits.
