Sometimes yes. Sometimes the position and the requirements change--this
often happens.
As they start interviewing people, they may refine/redefine the position
based on feedback
or what they're getting from the interviews.

Sometimes it isn't for this reason, but the recruiter may be too
embarrassed to tell you the real reason--
They got someone with the same experience for a lower price, the client
didn't like the school you went to,
the company has always had problems with people commuting in from a long

Clients hate multiple submissions from the same candidate.
A GOOD agency will ask your permission before submitting your resume.
When you give them permission, that's when they mention
the client, in most cases. If you've been working with another recruiter
or dealing directly with the client, TELL THE
RECRUITER. There shouldn't be any repercussions or hard feelings--they
know how competitive things are, and would
rather take you out of the bidding than waste the client's time with
multiple submissions.
