As far as classification goes, I've seen some cool implementations. Essentially you want a multiple-parent taxonomic scheme and the ability to tag images with the terms belonging to any (or some) of the vocabularies you design.

Equipment Taxonomy:

- Rail
- Brakes
- Flanges
- Automotive
- Widgets
- Frammisses
- Aeronautic
- Flanges
- Snacks
- Production
- Development

You'd specify that every equipment image falls under the Equipment taxonomy, then assign the finest-grained terms from your vocabularies.

An image associated with the term "Flanges" would be included in searches on "Rail", "Brakes", and "Aeronautic" -- or just "Flanges".

If a flange were in development, you'd also assign the "Development" term. When it moves to production, remove the "Development" term and add "Production". Multiple parents are the key. Designing the taxonomy takes some brain work, but classification is a cinch once you do.

You might try Drupal. A selection of taxonomy- and image-related modules will do the job nicely.

You'd have to do some design and tinkering, but the building blocks are all there. Can't beat the price, either, and the user community is always-on.
