Maybe it would look better this way:

"How to use it to: Develop New ASPX Pages"

That way the title is really "Develop New ASPX Pages".

By the way I am sure I am breaking the grammar rules for colon usage (and
title capitalization), but then rules are meant to be broken sometimes.
