BTW, sentence-style capitalization is the rule in the library world.
The official cataloging rules that technical services librarians must
follow direct them to use sentence-style capitalization in catalog
records.

Here's my two cents. This is not a matter of hard-and-fast rules,
grammatical or otherwise, but a question of style--that is to say,
something that your house style guide or the Authoritative Style
Manual of Your Choice should be able to answer.

Personally, I prefer sentence-style title capitalization, in which you
capitalize only the first word (and any proper names.) This appears
to be the usual British standard, is increasingly popular in the US,
and seems to be popular in technical and scientific literature.
Capitalizing other words in a title seems rather archaic to me.

The Chicago Manual of Style, if memory serves, recommends capitalizing
most words in a title (but not conjunctions or the "to" in an
infinitve, etc.)
