You're using FrameMaker, right? One solution would be to position the title block at the top or bottom of the illustration and use the graphic frame to crop the title from view. It's still there, just out of sight. I've had to do this with some customer supplied graphics that contain title blocks. A lilttle more work, but solves the problem.
