Visio does it easily:

1. Paste your screenshot into a new Visio document.
2. Paste a second copy.
3. Use the Picture toolbar to crop the second copy to the zoomed area.
4. Expand the size of the zoomed version.
5. Position the zoomed version over the full screenshot.
6. Add your connectors.
7. Export to your favorite graphic format, and Bob's your uncle.
