I've been a writer for 15 years and this doesn't ring right. There's
something else going on, you don't have the facts, and until you find
it, you're butting your head against a wall and will continue to do
so.

I've never seen a company reject improvement when there was no
downside-cost, regulatory issues, thre person hates you, something...
