Um, no. HIPAA only covers Health Insurance companies, HMOs, most
employer health plans, self-insured plans, most doctors, nurses, health
care professionals, pharmacies, clinics, nursing homes, residential care
facilities, certain government programs that pay for health care such as
Medicare, Medicaid, TRICare, etc. Basically, anything that deals with
health care AND is federally regulated is covered.

HIPAA (not HIPPA) does not cover someone who doesn't fit into the above
from disclosing your health information. There are other privacy laws
that may deal with that.
