Tom,

Seven layers deep, I would think a usability analysis of the interface
would be in order...and, quite likely, a rearchitected user experience
would be called for.

Furthermore, if "only two" of the menu items drop down on mouseover
and the others don't, that too I would consider a user interface
mistake...unless I'm missing something.

One of the most interesting human interface guideline documents I've
read is Apple's, although I have heard some good things about the
Gnome guide, I have not yet read it.

A focus group or two among your target audience might be illuminating,
as would a reasonably good analysis of the tech support incident logs.

Of course, there are probably quite a few things about your situation
that may not be clear from only a few comments about it, and perhaps
it isn't as tortured as it sounds from those few details.
