In my limited experience, you can't use Adobe Reader to annotate a
locked PDF any more than you can with Adobe Acrobat -- unless you know
the required password or possess the proper digital identity
(depending on whether the document was locked/secured by password or
by user identity).

Also, to annotate a PDF with Adobe Reader, a couple of conditions must be met:

1. Someone involved in the creation/production of the PDF must
explicitly add the necessary file permissions. This can be done only
by using Adobe Acrobat 7.0 Professional edition. It's not required
that the PDF be created using Acrobat 7 Professional, only that A7P is
used to add the "enable commenting with Adobe Reader" permissions.

2. The person using Adobe Reader to add comments must be using version
7.0 or higher.
