What is _vti_cnf?

I'm looking at a website that I think was designed with FrontPage. In every
folder, there is another folder called _vti_cnf. The _vti_cnf folder
contains files with the same names as the files in the main folder, but they
seem to have some sort of definitions in them, like this:

vti_encoding:SR|utf8-nl vti_timelastmodified:TR|10 Dec 2003 15:56:24 -0000
vti_extenderversion:SR|4.0.2.7802 vti_cacheddtm:TX|10 Dec 2003 15:56:24
-0000 vti_filesize:IR|15510 vti_cachedlinkinfo:VX|Q|/main.css S|/navcond.js
S|/Graphics/spacer.gif S|/Graphics/spacer.gif S|/Graphics/spacer.gif S|

Can anyone tell me what these _vti_cnf folders are and what purpose they
serve? Why do they need to be in the website files? I've never seen these
files before when I've looked at a website.
