Do you have Word installed on your machine? You can keep a dummy
document where you paste in the graphics, and add the callouts with
Word drawing tools.

Then if you save the whole mess as HTML (yes, using Save As HTML!), I
believe Word will save the combo drawing as a raster graphic. I don't
have a copy of Word handy, but I believe the later versions will allow
you to configure the format (png/jpg/gif, etc) and possibly even
control the resolution. I don't know how high quality this output would
be; you'd have to test it.
