So they want a web-based system like xoops wiwi, where multiple random
people can use editing controls to enter snippets of html, and they
want it all nicely assembled into a book-formatted pdf? I don't think
so... but I'll be happy to be proven wrong.

I'd suggest they set up a regular wiki to use for basic team
collaboration, and assign a tech writer to participate in the wiki and
create the end docs using standard tools and techniques.
