I concur with Bonnie. In fact, I believe the simplest method is to use
all "space before" so you don't have to deal with additive space, and
get a consistent and relatively simple look to the documents.

This seems to be less common than the nearly universal tendency to
start with "space after"--but in practice I find it is easier.

The only wrinkle that may be required is to separately define a
paragraph text style for first paragraphs following particular heading
styles. However, with the right setup, that is a relatively painless
thing as well.
