Frame files are a proprietary format that, so far as I know, isn't supported by
any other application.

FrameReader and FrameViewer are still available on the Adobe www site
download page... I have no idea if these guys have been revved to support
the latest versions of Frame files.

However, they're a way poor second to Acrobat. Because you can distill to
a .pdf from Frame without purchasing Acrobat itself and because Acrobat
Reader is also free, it's a much more powerful and elegant solution. And,
it is free.

Is there a mechanical reason you want to avoid .pdfs? The format is
pretty much a publishing industry standard in the US.
