Okay, no jokes on this please. I need to know if there is a converter
that would enable me to take a screenshot from a Windows 3.1 machine.
The only way I can save the screenshots is as a .clp file on the 3.1.
Now on my XP machine, it shows as a Clip Viewer file, but I cannot
access it.

I had the problem and never did find a converter. I ended up shooting the screen using a Canon 8 Megapixel digital camera. Be sure to use a tripod and turn off any overhead lights. Can't remember exactly the settings, so you will have to play around a bit. I saved it in RAW format so I could work with the colors/tonality without loosing clarity. It takes a while longer, but the end result was more than acceptable.
