locally), looking for comments such as:

' Developer : John Smith
' Create Date : 11/15/2005
' Description : This method will take an HTTP

and write them out to a text, doc, rtf, xls, or cvs file that I can
then edit and give back to the developers for update.

It's been a while since I fiddled with it so I'm not sure if it's what you need, but have you looked at nDoc?
