Another way to make sure tracking changes is on/off is to look at the "status" bar on the bottom of your MS Word window. On that bar towards the middle you will see "TRK." If tracking changes is turned on, TRK will be black, and if it is turned off, TRK will be greyed out. You can also turn on/turn off tracking changes by double clicking on TRK rather than going into the Tools menu.

(Please note that the status bar is shown in all views/layouts except Reading Layout, if it is not displayed you can turn it on by going into Tools ---> Options ---> and place a check mark next to Status Bar).
