That's a load of fecal matter. If someone has already bought the software, they either already know about the new features (that's why they bought it!) or they don't care.

Actually, Geoff, the "what's new in this release" part of release notes is always the most important to me, followed closely by the "what's been fixed since the last release" section. I often download upgrades to the software I use and I like to know what's actually in the upgrade before I decide if I want it or not.
