Sounds like they want documentation that is tightly
integrated. Things like:

* Standardization and streamlining of terminology and
action verbs.

* Streamlining and standarization of tasks described
in the docs (often different people label the same
task differently).

* Documentation based upon a comprehensive,
integrated understanding of essential end-user goals
and tasks and how all of those tasks interrelate.

If you want to know what I recommend, contact me
off-list. My suggestions involve techniques that are
taboo on this listserv.
