In addition to what John mentions, the main arguments I've heard are:

DITA is already topic based, as opposed to book based. Its tag structure is focused on topics and eliminates a lot of things that you would have to sort through with DocBook. It's built around the three main content types you'd include in tech docs: procedure, concept, and reference.

DITA includes the transformations for several common outputs, so you don't need to write your own.

DITA support is being built into a number of XML authoring tools.

We haven't implemented DITA, but we're certainly looking at it hard.
