If you're willing to generalize from headings to list items, the NCI Web
Design & Usability Guidelines cites four studies to support the
following: "Capitalize the first letter of only the first word of a list
item, a list box item, check box labels, and radio button labels."

And for what it's worth, one of the NCI guide's general sources is:
Breland, K. & Breland, M.K. (1944). Legibility of newspaper headlines
printed in capitals and in lower case. Journal of Applied Psychology,
28, 117-120.

I wonder what Web browser they used in 1944...
