I would agree with Ron and David;

If the list contains sentence fragments then you can skip the punctuation. Otherwise, use it.

You are correct about being consistent, but be careful of the "all-encompassing" approach. In other words, forego the idea that ALL bulleted lists either contain punctuation or NONE of them do. Be consistent in content as much as layout.

If you don't want a stark contrast between the two lists, you can end the fragmented list with a comma and include "and/or" for the second-last item. For example:

You should have the following items in your first aid kit:
* first item,
* second item,
* third item, and
* fourth item.

Choose one of the following:
* first item,
* second item,
* third item, or
* fourth item.

Then, when you have a bulleted list containing full sentences, the punctuation won't seem as out of place.
