If it's a character-based UI, it can't be very fancy, so why not stay simple? Consider putting together a series of HTML pages with lots of screen shots and guiding text. You get the same content, but quick and easy to produce, simple to host, and fitting with the rest of the product.

Take a look at for an example of what I'm talking about.
