The major drawback to hollow bullets is that they are not as prominent as their "solid" equivalents, which makes them stand out less on the page. Since the role of a bullet is primarily to attract attention and identify elements of a list (while visually separating the graphical bullet from the actual content), this weakens the effectiveness of hollows compared with solids.

An additional problem occurs with bullets that resemble letters of the alphabet or numbers; that's particularly bad for "o" and "O" bullets. In such a case, you need additional space between the bullet and the first character of text after the tab that separates them. With tight spacing, it's easy to misread the bullet as a letter or number.

Are these problems deal-breakers? Maybe, but probably not. Nobody will ever fail to understand the meaning, but this kind of misinterpretation is an avoidable speedbump; since we can avoid it, we should.
